The purpose of registration shall be: (a) to supervise the conservation and rational use of grain and its derivatives; (b) to assess the amount and quality of grain storage and processing; (c) to prevent the deterioration of grain quality. Registration shall cover data collection and processing of general information on all transactions involving grain. In the event an entire lot of grain is depleted, a special commission shall carry out a clearing operation of the granary to ascertain the correctness of such depletion.
