Abstract

All the forests of the Russian Federation must be protected against forest fires. Protection of forests against forest fires shall be carried out with the consideration of biological and regional peculiarities and shall include complex organizational, legal and other arrangements. Fire prevention arrangements shall be carried out by all the owners of forest stock while enterprises, institutions and organization which activity causes impact upon the state and reproduction of forests must carry out forestry protection measures. Forest fire prevention arrangements shall be carried out in conformity with forest management plans. Forest fire prevention arrangements are sub-divided into three main groups: 1) prevention of forest fires; 2) localization of forest fires; 3) organizational and technical arrangements ensuring fire resistance of forests. Dead-wood and windfall that rise the danger of forest fires, pests and disease must be destined for immediate sanitary felling.
