Abstract

This Regulation establishes the procedure for the development and approval of plans for improving atmospheric air quality. Atmospheric air quality management bodies develop and approve plans for improving the quality of atmospheric air for zones and agglomerations in order to achieve the relevant limit values and target indicators. When developing or making changes to plans for improving the quality of atmospheric air, the proposals of the commission on the implementation of state monitoring in the field of atmospheric air protection and atmospheric air quality management are taken into account. In the development of plans to improve atmospheric air quality, air quality management bodies may involve subjects of atmospheric air monitoring, representatives of territorial bodies of the State Environmental Inspection, the State Production and Consumer Service, public health centers, specialized scientific institutions, public organizations that conduct their activities within the zone or agglomeration. The air quality improvement plan includes the following sections: (a) introduction; (b) characteristics of the zone or agglomeration; (c) assessment of the level of pollution; (d) assessment of pollution sources; (e) analysis of previous measures to improve atmospheric air quality; and (f) measures to improve atmospheric air quality.
