Abstract

This Order stipulates that the objective of forest management shall be to elaborate measures aimed at the rational management and use of the forest fund, including efficient reforestation, protection of the forest and realization of common scientific and technical policies in the area of forest management. The Order provides that the national forest fund shall be managed by the authorized forest institution (the Federal Forest Service) and its subordinated bodies, such as forest divisions and forest agencies. Such institutions shall not be authorized to carry out main use felling, timber extraction or processing. Intermediate felling shall be done by the owners of the forest fund, which shall be collective farms, public agricultural enterprises, and administrators of protected areas and national parks. Forest fund plots for long-term lease (1-50 years) shall be allotted through forest tenders and auctions. Lessees shall be authorized to carry out all types of felling and timber extraction, conditioned upon subsequent reforestation. The main purpose of this Order shall be to ensure a high reliability of data regarding forest management and forest inventory.
