Abstract

The Methodology for public water supply and sewerage services, based on the pricing strategy related to the business plan, applies to all operators/regional operators who supply/provide these services, under direct management, and who, at the date of entry into force of this methodology, have not approved the tariff strategy developed in accordance with the cost-benefit analysis methodology for investments in water infrastructure, approved by decision of the Government, as well as for regional operators/operators that have a strategy in place of tariffs for water infrastructure investment projects developed from public funds secured, in whole or in part, from the state budget and/or non-reimbursable European funds, starting from the date of completion of the tariff strategy. It establishes the method of calculating prices and tariffs and developing the pricing strategy, based on the efficiency and investment objectives contained in the business plan made by the operator/regional operator, in cooperation with the local public administration authorities or the association of intercommunity development, as appropriate. The prices and tariffs through which the pricing strategy related to the business plan is implemented must ensure the economic viability of the operator/regional operator, the sustainability of the supply/provision of the water supply service, the interests of the users, including in terms of their affordability, as well as the protection of the environment regarding the conservation of water resources. The economic regulation related to this methodology is based on stimulating investments in water and wastewater infrastructure through the price ceiling method, taking into account national forecasts. The tariff strategy related to the business plan is drawn up for a period of 5 years, updated whenever necessary and approved by decision of the deliberative authority of the administrative-territorial unit or, as the case may be, by decision of the general assembly of the development inter-community association, based on the special mandate received by all member administrative-territorial units and in accordance with the approval issued by National Regulatory Authority for Community Services of Public Utilities.
