Abstract

This Order establishes that the scope of monitoring of quarantine phytosanitary state of the territory of the Russian Federation shall be identification of species subject to quarantine inspection, prevention of introduction thereof to the national territory and spreading thereof in the Russian Federation. Monitoring shall be conducted by the federal executive body competent in the sphere of plant quarantine through its territorial bodies. The objectives of monitoring shall be as follows: (a) determination of the characteristics of populations of pests, species subject to quarantine inspection; (b) timely detection of species subject to quarantine inspection; (c) forecasting of damage to plants and produce of plant origin. Monitoring includes a system of observations, analysis, assessment and forecast of distribution of species subject to quarantine inspection across the territory of the Russian Federation.
