Abstract

Chief of the Federal Service for Hydrometeorology and Environmental Monitoring, for the purpose of carrying out control over the preparation and organization by the Directorate of Hydrometeorological Service (Centre of Hydrometeorological Service) of arrangements for data collection, reporting from hydrometeorological stations and posts, qualitative hydrometeorological coverage for the period of spring flooding and pluvial high water, preparation in proper time of the necessary documentation for the Government of the Russian Federation, the Ministry for Emergency Situations, the Ministry of Natural Resources and efficient decision-making as regards the aforesaid issues, orders to introduce in the organizations and offices of ROSHYDROMET annual elaboration of plans of arrangements as regards ensuring the passage of spring flooding and pluvial high water on the rivers of the Russian Federation. Heads of the branch institutions of the ROSHYDROMET must inform in proper time regional executive bodies, territorial branches of the Ministry for Emergency Situations and the Ministry of Natural Resources and population of factual and expected inundation of water basins, potential inundation of populated areas and industrial works and potential menace to the population.
