Abstract

Federal state institution “State natural reserve Bogdinsko-Baskunchaksky” shall perform the following tasks: (a) implementation of the protection of natural areas in order to preserve biological diversity and maintenance in the natural state protected natural complexes and objects; (b) organization and conduct of scientific research, including keeping the Chronicle of Nature; (c) environmental monitoring; (d) environmental education; (e) participation in the state environmental audit of projects and layouts of economic and other facilities; (f) assistance in the training of scientific personnel and specialists in the field of environmental protection; and (g) approbation and implementation on the territory of the biosphere polygon of the reserve methods of rational nature management that do not destroy the natural environment and do not deplete biological resources. The following activities shall be prohibited on the territory of the natural reserve: (a) actions that change the hydrological regime of land; (b) exploration and development of minerals, disturbance of the soil cover, mineral outcrops and rocks; (c) felling, with the exception of other felling carried out in accordance with the established procedure, procurement of resin, tree sap, medicinal plants and technical raw materials, as well as other types of forest use, except for the cases stipulated by this Regulation; (c) haymaking, grazing of livestock, placing beehives and apiaries, collecting and harvesting wild fruits, mushrooms, nuts, seeds, flowers and other uses of flora, except for the cases provided for by this Regulation; (d) construction and location of industrial and agricultural enterprises and their individual facilities, construction of buildings and structures, roads and overpasses, power lines and other communications, except for those necessary to ensure the activities of the reserve; (e) commercial, sports and recreational hunting and fishing, other types of use of wild fauna species, except for the cases provided for by this Regulation; (f) introduction of living organisms for the purpose of their acclimatization; (g) the use of mineral fertilizers and chemical plant protection means; (h) littering of the territory with household and industrial waste and garbage; (i) transit passage of livestock; (j) stay, passage and movement of unauthorized persons and vehicles outside the roads and waterways of public use; (k) collection of zoological, botanical, mineralogical and other collections, except for those provided for by the theme and plans of scientific research in the reserve; (l) flight of helicopters and airplanes below 2000 meters over the reserve without the consent of its administration or the Ministry of Natural Resources of Russia, as well as overcoming the sound barrier by airplanes over the territory of the reserve; (m) destruction and damage of notices, barriers, border posts and other information signs and stands of the reserve, as well as equipped recreation sites; and (n) other activities that disrupt the natural development of natural processes, threaten the state of natural complexes and objects, and also not related to the fulfillment of the tasks assigned to the reserve. The following activities shall be authorized in the territory of the natural reserve: (a) preservation of natural complexes in their natural state, restoration, as well as prevention of changes in natural complexes and their components as a result of anthropogenic impact; (b) maintaining conditions that ensure sanitary and fire safety of people, animals, natural complexes and objects; (c) prevention of dangerous natural phenomena (avalanches, rockfalls, mudflows and others) that threaten the lives of people and settlements; (d) conducting scientific research and environmental monitoring; (e) environmental education; and (f) implementation of control functions.
