Abstract

Federal state institution “State natural reserve Bogdinsko-Baskunchaksky” is an environmental, scientific research and environmental education institution of federal significance, constituted for the purpose of preserving and studying the natural course of natural processes and phenomena, genetic fund of flora and fauna, individual species and communities of plants and animals, typical and unique ecological systems. The objectives of the reserve shall be as follows: (a) implementation of the protection of natural areas in order to preserve biological diversity and maintenance in the natural state of protected natural complexes and objects; (b) organization and conduct of scientific research, including keeping the Chronicle of Nature; (c) environmental monitoring; (d) environmental education; (e) participation in state environmental audit of projects and placement schemes economic facilities; (f) assistance in the training of scientific personnel and specialists in the field of environmental protection; and (g) testing and implementation of methods on the territory of the biosphere reserve of rational nature management, not destroying the natural environment and not depleting biological resources. The following activities shall be prohibited on the territory of the reserve: (a) change of hydrological regime of land; (b) mining and disturbance of soil cover; (c) timber extraction, except for authorized cases, procurement of resin, tree sap and medicinal plants; (d) haymaking, cattle grazing, placement of apiaries, harvesting of berries and mushrooms; (e) construction of residential and industrial facilities; (f) commercial, sport and recreational fishing and hunting; (g) introduction of alien species; (h) application of fertilizers and plant protection chemicals; (i) waste disposal; and (j) collection of zoological, botanical, mineralogical and other collections. The following activities shall be authorized on the territory of the reserve: (a) preservation in the original state of natural complexes; (b) fire safety arrangements; (c) prevention of natural disasters; (d) scientific research; and (e) environmental education.
