Abstract

The Ministry establishes that state biosphere reserve of federal significance “Bryansk forest” shall have the status of state environmental protection, scientific research and educational institution with the scope of conservation and study of unique natural processes, wild animal and wild plant genetic resources, some animal and plant populations, and typical and unique ecosystems. It shall be part of the international network of biosphere reserves of UNESCO. Reserve shall have the following purposes: (a) protection and preservation of natural ecosystems with a view of conservation of biological diversity; (b) research; (c) ecological monitoring; (d) ecological education; (e) training of scientific personnel and (f) testing of rational nature management methods. The following activities shall be prohibited on the territory of reserve: (a) all types of hunting and fisheries; (b) waste disposal; (c) any activity modifying the existing hydrological regime; (d) construction; (e) application of chemicals and fertilizers; (f) timber extraction, except for miscellaneous felling, logging and procurement of non-timber forest products; and (g) introduction and acclimatization of living organisms. Reserve shall be totally exonerated from payment of land charges.
