The charter consists of eight articles: General provisions (1); Goals and objectives of the Agency (2); Management of the Agency (3); State control of the Agency (4); Financing and property of the Agency (5); Accounting (6); Reorganization and liquidation of the Agency (7); and Amendments to the charter. The objectives of the Agency include monitoring of the compliance of the investor with the investment obligations; coordination for the implementation of the deep sea port development project among state agencies, participation in the negotiations with potential terminal operators, and organizing other measures for the completion of the project.
