The purpose of the Order shall be to protect marine biological diversity, coastal ecosystems and fish stocks in the protected area of the Caspian Sea. In the vulnerable and biosensitive spawning grounds of the precious marketable fishes and marine fauna any activity related to the geological exploration, prospecting, extraction and transportation of hydrocarbons shall be prohibited. In order to prevent the introduction of alien species it shall be prohibited to use equipment, gear and means of transport previously used in other waterbodies without prior sanitary inspection.
