Abstract

The Regulation establishes the purpose, the target, the modalities and the procedure of carrying out the state expertise of nuclear and radiation safety. The state expertise of nuclear and radiation safety is a complex of organizational, scientific, technical, expert and analytical arrangements that shall be carried out by the State Nuclear Regulatory Committee for the purpose of independent assessment of the level of technical safety in the sphere of the utilization of nuclear energy with the consideration of all factors that may cause negative environmental impact. The objects of expertise shall be the documentation of customer that must comply with the requirements of legislative acts on nuclear and radiation safety while the construction projects must also comply with the state construction standards and regulations. The following materials shall be subject to the compulsory state expertise: 1) substantiation of the life cycle of nuclear plants and storage points for the burial of radioactive waste and radioactive waste management sites; 2) documentation regarding amendments of safety criteria and requirements of the life cycle of nuclear plants and storage points for the burial of radioactive waste. The main tasks of the state expertise shall be: 1) assessment of the compliance of a project with the fundamental principles and criteria of nuclear and radiation safety; 2) evaluation of the compliance of the projected activity with the requirements of normative and legislative provisions setting the standards of nuclear and radiation safety; 3) evaluation of the substantiation of the organizational and technical arrangements aimed at the containment of radiation impact upon environment; 4) elaboration of the impartial and well-founded conclusion of the state expertise of nuclear and radiation safety.
