The purpose of the state environmental audit shall be to implement environmental legislation and to ensure decision-making as regards the national socio-economic development. The state environmental audit shall establish compatibility of the projected and ongoing economic activity with environmental standards and ecological requirements for the purpose of the prevention of possible negative environmental impact. The purposes of the state environmental audit shall be: (a) determination and limitation of possible negative consequences of the projected economic activity; and (b) maintenance of the balance between economic development and environmental protection.
