Abstract

This Order adopts the rules for conducting an auction, setting the initial price and payments made for issuing a license for extraction of minerals. The Order consists of four chapters: General provisions (1); Organizational measures for conducting an auction and setting the initial price of a license (2); Procedure for conducting an auction (3); and Rules and terms for conducting an electronic auction (4). For the purposes of this Order, minerals are broadly defined as anything found in subsoil, including groundwater.
