Order No. 196 of the Ministry of Agriculture (Federal Fishery Agency) validating the Veterinary Regulation for the implementation of preventive, diagnostic, therapeutic, restrictive and other measures, the establishment and lifting of quarantine and other restrictions aimed at preventing the spread and eliminating outbreaks aeromonoses of salmon and cyprinids.

Abstract

These Veterinary Rules for the implementation of preventive, diagnostic, therapeutic, restrictive and other measures, the establishment and lifting of quarantine and other restrictions aimed at preventing the spread and elimination of foci of aeromonosis of salmon and cyprinids, establish mandatory requirements for the implementation of preventive, diagnostic, therapeutic, restrictive and other measures, the establishment and cancellation of quarantine and other restrictions on the territory of the Russian Federation aimed at preventing the spread and eliminating foci of aeromonosis of salmon and cyprinids. The Rules establish mandatory requirements for the organization and implementation of measures to eliminate aeromonoses, prevent their occurrence and spread on the territory of the Russian Federation, determine the boundaries of the territory to which the regime of restrictive measures and (or) quarantine should apply, including in terms of determining the focus of animal disease, implementation of epizootic zoning, including the definition of types of zones in order to differentiate the restrictions established by the decision to introduce a regime of restrictive measures and (or) quarantine, restrictions on the production, movement, storage and sale of goods subject to veterinary control (supervision), and requirements for the specifics of the application of such restrictions , including the implementation of measures in relation to production facilities located in the quarantine zone. In order to prevent the occurrence and spread of aeromonoses, natural persons and legal entities that are owners (possessors) of fish are obliged: (a) to provide, at the request of specialists of bodies and organizations included in the system of the State Veterinary Service of the Russian Federation, fish for examination; (b) to notify within 24 hours the specialists of the state veterinary service of all cases of disease or death of fish, as well as changes in their behavior that indicate a possible disease of fish; (c) to take steps to isolate suspected fish; (d) to comply with the requirements of state veterinary service specialists to carry out anti-epizootic and other measures provided for by these Rules on a personal subsidiary plot, a peasant (subsidiary) farm, on the farm of an individual entrepreneur, in organizations that keep fish; and (e) to comply with the conditions, prohibitions, restrictions due to the status of the region in which the holding is located.
