Abstract

This Order establishes that botanical garden of federal significance “Botanical garden of the Southern Federal University” shall be classified as protected area of federal significance and it shall be located in Rostov-on-Don with a view of performing the following tasks: (a) cultivation and preservation in artificial conditions of collections of living plants (especially rare and endangered species) and other botanical objects having great scientific, educational, economic and cultural significance; (b) preservation, study and enrichment of the gene pool of plants of the natural and cultural flora through the creation, preservation and development of botanical collections; and (c) performance of training, educational, and innovation activities. On the territory of the Botanical garden, any activity that is not connected with the performance, and entailing violation of the conservation of flora species shall be prohibited including: (a) exploration and mining; (b) soil disturbance and modification of hydrological regime; (c) allotment of land; (d) construction of roads, pipelines, power lines and other communications, as well as the construction and operation of economic and residential facilities, except for recreational infrastructure facilities, museums and other facilities related to the functioning of the Botanical garden; (e) felling of woody and shrubby vegetation, with the exception of cuttings required for carrying out measures for caring for plants and reconstruction of parts of the exposition of the Botanical garden; (f) ploughing up, except for forest fire prevention measures; (g) damaging, destruction of plants and collection of plants, their parts and fruits, mosses, fungi and lichen; (h) disturbance of natural habitats of wild fauna species and alarming wild fauna species; (i) stay with dogs; (j) burning of vegetation; (k) organization of mass and sport events, tourist camps, making fires and littering of the territory; (l) stay with firearms, pneumatic and throwing weapons, hunting gear, as well as with wildlife products, except for authorized officials; (m) waste disposal; (n) swimming in the waterbodies located on the territory of Botanical garden; (o) washing of motor vehicles and movement of motor vehicles; and (p) destruction and damaging of noticeboards, barriers, stands, boundary poles and other information signs and equipped ecological paths and recreation areas.
