The amount of damage caused by unauthorized waste disposal shall be calculated by summing up the damages caused to vegetation, soil, waterbodies, atmosphere, and also taking into consideration environmental charges for unauthorized waste disposal. The amount of damage caused by waste disposal in an unauthorized site shall be calculated having regard to the ecological value of the territory, toxicity class of waste and the area occupied by waste. Damage caused by waste to the atmospheric air shall be calculated having regard to emissions and by applying elevating correction factor to the environmental charges. Environmental charges for unauthorized waste disposal shall be calculated having regard to the actual mass of waste and rates of payment depending upon toxicity class of waste with the application of elevating correction factor.
