This Order enters into force the day after its publication.
Abstract

This Order, consisting of 22 articles and one Annex, regulates the exercise of the powers or duties of the different entities that participate in the execution of the sanitary interventions of the National Animal Health Programme (PNSA) as well as the modality of State support to the actions carried out by the organizations of livestock producers (OPP) and also the payment to be done by breeders for the actions carried out by the official services. PNSA activities are under the responsibility of: a) PPOs, through the establishment of a protocol with the competent authority; b) Directorate-General for Veterinary Medicine (DGV), in relation to the farms of breeders not adhering to an OPP and whenever there is a suspension of the programme of an OPP. The DGV may request specific actions from the PPOs not foreseen in the scope of the protocols whenever outbreaks of animal diseases occur unexpectedly, under the conditions that, in each case, are defined by order of the Minister of Agriculture, Rural Development and Fisheries. The DGV may also request the PPOs to carry out, on farms at risk, extraordinary health interventions or those not provided for in the approved programmes.
