This Order enters into force upon the expiration of sixty calendar days after the day of its first official publication.
Abstract

This Regulation establishes the procedure for treatment of wild animals in captivity and (or) semi-free conditions, the return of which to their habitat is impossible. It shall be applicable to natural and legal persons keeping and managing wild animals, including in zoos, circuses, dolphinariums, oceanariums. In cases of further use of a wild animal for its intended purpose for cultural and entertainment purposes is impossible or the owners of wild animals and (or) responsible persons refuse to fulfill their maintenance obligations, the owner of the wild animal and (or) the responsible person submits an application in any form to the authorized body. The authorized body sets up a commission to consider the transfer of a wild animal to natural persons or legal entities capable of creating the necessary conditions for keeping thereof. The commission is set up within 5 (five) working days from the date of receipt of the application. The commission consists of 1 (one) representative of the authorized body, scientific organizations, veterinary services, public inspectors and representatives of non-profit organizations in the field of responsible handling of wild animals. The Commission makes a decision within 2 (two) working days on the treatment of wild animals in captivity, the return of which to their habitat is impossible. The decision of the commission shall indicate: (a) the type and number of wild animals and their individual characteristics (sex, means of recording, nickname, marks (if any), as well as possible morphological features), information on the status of wild animals (confiscated, found, wild animals, from the ownership of which the owners have renounced); (b) grounds for confiscation of wild animals; (c) the state of health of the wild animal; (d) the name and registration number of the place of location of natural persons or legal entities capable of creating the necessary conditions for keeping wild animals; (e) conditions for the return of wild animals to their natural habitat; and (f) information about the absence of the owner in wild animals.
