Abstract

The present Regulation establishes the modalities of carrying out industrial fisheries (except for artisanal and sport fishing in the fishing water bodies of common use) and is compulsory for enterprises, institutions and organizations irrespectively of the form of ownership, the Ukrainian and foreign nationals that carry out industrial fisheries and also for the authorized institutions ensuring stock enhancement in the Black Sea and the contiguous zone, territorial sea, EEZ and the continental shelf, comprehending bays and estuaries. The Regulation shall be applicable to the Black Sea and to the rivers flowing into the Black Sea with their appendages. Fisheries shall be charged and the total allowable catch shall be of the amount of the established quota. Fisheries shall be carried out in conformity with fishing authorization and permits issued by the state fishing inspection (item 5). The fishing enterprises must stick to the established quotas, provide for the registration of total catch, coordinate stock enhancement arrangements with the competent authority, provide for fishing gear marking, timely report to the fishing inspection of the amount of catch and release into the natural environment bycatch of protected species (item 6). The following activities shall be prohibited in the fishing water bodies: 1) discharge of effluent water; 2) removal of illegally installed fishing gear and illegal catch; 3) stay with fishing vessels in prohibited fishing areas; 4) use of pesticides in fishing water bodies (item 9). Item 10 establishes fishing areas, fishing methods and fishing gear for each single water body pertaining to the Black Sea basin.
