Kaplanov” shall have the status of state environmental protection, scientific research and educational institution with the scope of conservation and study of unique natural processes, wild animal and wild plant genetic resources, some animal and plant populations, typical and unique ecosystems. State nature reserve “Lazovskiy named after L.G. Kaplanov” shall be located in the Far Eastern region of the Russian Federation. Reserve shall have the following purposes: (a) conservation of biological diversity, and ecosystem preservation; (b) research; (c) ecological monitoring; (d) ecological education; (e) training of scientific personnel; and (f) testing of rational nature management methods. The following activities shall be prohibited on the territory of reserve: (a) all types of hunting and fisheries; (b) any activity that can cause modification of the existing hydrological regime of soil; (c) transit passage of cattle; (d) construction; (e) application of chemicals and fertilizers; (f) timber extraction, except for miscellaneous felling, logging and procurement of non-timber forest products; and (g) introduction and acclimatization of living organisms.
