Abstract This Order establishes sanitary and epidemiological requirements for foodstuff processing facilities, except for foodstuffs, in respect of which the legislation of the Republic of Kazakhstan establishes other manufacturing and processing requirements. These Sanitary Regulations contain sanitary and epidemiological requirements for facilities related to: (a) construction, reconstruction, retooling of design and commissioning in exploitation; (b) maintenance and operation of premises and equipment; (c) manufacturing, packing, storage, transportation, enrichment of foodstuffs; (d) organization of production control; and (e) household services, as well as medical examination and hygienic training of staff. It shall be applicable to meat and meat-based products, including poultry products, fish products, eggs, milk and dairy products and infant food. Construction of food processing facilities shall be prohibited of land plots: (a) used in the past for cattle burial grounds, dumps of toxic substances, landfills, dumping grounds, cemeteries, and with soil pollution by organic and chemical substances; (b) exceeding the standards of radiation safety; (c) present in the soil of foci of anthrax; (d) without possibility of organizing a sanitary protection zone, roadside clear zones, in areas of possible flooding; (e) with placement in the first zone of sanitary protection of water supply sources; and (f) with placement in dangerous zones of dumps of coal and other mines. Requirements for manufacturing, packing, storage, transportation and enrichment of foodstuffs prohibit the following activities: (a) presence of rodents and insects; (b) transportation of packages for ready-made products through production departments; (c) operation of manufacturing facilities with imported water; (d) storage and trade of foodstuffs in dirty and damaged packages, with unclear labelling and broken seals; (e) foodstuffs non complying with hygienic and sanitary requirements; (f) foodstuffs without expiry date indication or foodstuffs with expired date; (g) meat after slaughtering without veterinary stamp (marking); and (h) falsified products. Production control shall have as its purpose supervision over compliance of alimentary raw materials with quality standards and compliance of technological processes with sanitary and epidemiological requirements.
