Abstract This Order validates General Rules of Ethical Conduct for Civil Servants and Local Government Officials mandatory for compliance thereto in the performance of their official duties. The main purpose of civil servants and officials of local self-government shall be to serve the people of Ukraine and the territorial community, protection and promotion of human rights, freedoms and legitimate interests of citizens. The conduct of civil servants and local officials of self-government shall be to ensure public confidence in the civil service and services in local government. Compliance by civil servants with these General Rules shall be taken into consideration in the process of annual assessment of the performance of their duties. Civil servants must be honest, competent, efficient and responsibly perform their duties, take the initiative, as well as prevent evasion of decision-making and responsibility for their actions and decision. Civil servant and official of local self-government must use their official position exclusively for performance of their job responsibilities and instructions of managers, provided on the basis and within powers envisaged by the laws of Ukraine.
