Order No. 154 of the State Nuclear Regulatory Inspectorate validating the Regulation on the procedure for immediate measures of iodine prophylaxis of the population in the event of radiation accident.

This Order establishes the procedure for immediate measures of iodine prophylaxis of the population in the event of radiation accident. Iodine prophylaxis - blockage of human thyroid gland or iodine blockade, consisting in urgent introduction of a medicine of potassium iodide into the human body in order to prevent or reduce the absorption of radioactive isotopes of iodine by thyroid gland in the event of a radiation accident. The obligatory measures of iodine prophylaxis shall be as follows: (a) definition of the monitoring zone of the NPP, where iodine prophylaxis is planned; (b) calculation of a sufficient amount of potassium iodide preparations; (c) storage and regular updating of a sufficient quantity of potassium iodide preparations in the mode of round-the-clock availability for the population in the shortest period of time; (d) availability of the order of actions of the officials responsible for making a decision on iodine prophylaxis; and (e) the priority of iodine prophylaxis among infants, children and adolescents, newborns, nursing mothers. Local self-government shall: (a) prepare proposals for the purchase and accumulation of a sufficient amount of potassium iodide preparations for the population living in NPP monitoring areas, based on the daily requirement of these drugs in accordance with the regulations for iodine prophylaxis; and (b) establish the order of accumulation, storage, availability, regular updating of the stock of drugs potassium iodide.
