The purpose of proclamation of nature monuments has as its purpose conservation in the natural state thereof. The nature monuments shall be classified as follows: 1) parts of dry land and water surface and single natural objects; 2) objects of landscape cultural heritage; 3) growing grounds of rare and endangered plants; 4) forest massifs and plots of forests of particular value. The proclamation of nature objects and complexes nature monuments shall not entail expropriation of the plots of land from land owners, landlords and land tenants. The use of nature monuments shall be authorized for the following purposes: 1) scientific, environmental monitoring; 2) educational; 3) recreational; 4) conservation of natural habitats of rare and endangered species.
