Abstract This Order establishes the procedure for disinfection of banned and obsolete pesticides and their containers. These Regulations shall be applicable to natural and legal persons applying pesticides (toxic chemicals), as well as individuals and legal entities involved in disinfection of banned, obsolete pesticides (toxic chemicals) and their containers (packages). Disinfection of banned and obsolete pesticides (toxic chemicals) and containers therefrom shall be performed by the way of safe storage with the subsequent utilization or destruction (disposal) thereof. Safe storage with subsequent disposal or destruction of banned and obsolete pesticides (toxic chemicals) and their containers shall be performed in special storage facilities (burial grounds). The territory of special storage facilities (burial grounds) is protected by warning signs of chemical danger. Individuals and legal entities whose activities are related to facilities subject to state phytosanitary control, neutralize the banned and obsolete pesticides (toxic chemicals) that have become unusable and shall maintain special storage facilities (burial grounds) in proper condition. Until safe storage with subsequent disposal or destruction, prohibited pesticides (toxic chemicals) and their containers should be stored in warehouses, ensuring their safety and prevention of environmental pollution. Storage of banned and obsolete pesticides (toxic chemicals) is carried out only in whole containers with clear labels to ensure their safety, prevent losses and environmental pollution. All banned and obsolete pesticides (toxic chemicals) in damaged or deformed containers shall be placed in a whole container. In this case must be used bags made of polyethylene, paper, clean dry metal cans, and drums. In order to avoid the risk of fire, it shall be prohibited to re-package prohibited and obsolete pesticides (toxic chemicals) in polyethylene bags previously used for packaging of ammonium nitrate and chlorate of magnesium.
