Abstract

This Order implements United Nations Framework Convention on Climate Change and the Kyoto Protocol. Data of the Russian system of assessment of anthropogenous emissions and absorption by the absorbents of greenhouse gas shall be official and shall be used for: (a) assessment of the amount of emissions and absorption of greenhouse gas; (b) annual report for the purpose of climate change assessment; (c) compilation of reports by the Russian Federation in accordance with the Convention and the Kyoto Protocol; and (d) elaboration of the arrangements for restriction (reduction) of anthropogenous emissions and (or) increase of absorption by the absorbents of greenhouse gas. The Russian assessment system shall ensure: (a) transparency; (b) revision of the previous reports; and (c) possibility of verification procedure by international experts.
