Regulation on navigation on the inland waterways shall be carried out by the Ministry of Transport. Maintenance of waterways must ensure safe navigation. Ship owners must provide for the prevention of pollution from ships, including oil pollution and ensure environmental safety of navigation. Dumping from ships shall be prohibited. In case of pollution from ship the owner of sunken ship or ship ran aground shall inform local branch of the authorized environmental institution of water pollution and shall take preventive arrangements. In case of loss of items that may be source of pollution ship owners shall immediately inform thereof the authorized environmental institution. Full text Russian
