Abstract

Licensing terms and conditions shall determine organizational, qualification, technological and other requirements that are compulsory for carrying out economic activity regarding disinfection of materials and objects transferred through the state border of Ukraine and quarantine areas. Licensing terms and conditions shall have the following meaning: disinfection (fumigation) is treatment with chemical substances of materials subject to quarantine for the purpose of annihilation of pests. Materials subject to quarantine, the list of which shall be validated by the Cabinet of Ministers, shall include materials and objects that can contribute to spreading of pests. The Ministry of Agrarian Policy shall be the licensing authority in the sphere of disinfection of materials and objects transferred through the state border of Ukraine and quarantine areas. The manager shall keep the register of the availability and application of pesticides and agrochemicals. The manager carrying out activity regarding disinfection of the materials subject to quarantine must obtain prior authorization for such activity. Only pesticides and agrochemicals registered in Ukraine can be used for disinfection. Pesticides and agrochemicals cannot be applied in the absence of quality certificate. Degassing must be carried out after the completion of disinfection. Annex 1 contains the application form, Annex 2 contains licensing terms and conditions.
