Abstract

The Order is destined for: (a) planners and customers of the state branch and regional programmes; (b) entrepreneurs; (c) state environmental institutions; (d) state environmental audit. Environmental Impact Assessment (EIA) shall be based upon the principles of: (a) its use as a tool for decision-making; (b) complex inter-related examination of environmental, economic and other projected decisions, and environmental criteria in the area of projected activity; (c) compulsory examination of alternatives; (d) public access to information; (e) liability of customer (entrepreneur) for the outcome of the projected economic activity. The purpose of EIA shall be: (a) to insert ecological issues into the projected activities; (b) ecological evaluation of the projected activity; (c) to establish comprehensible, transparent and efficient implementation of EIA; (d) to ensure public participation; (e) to integrate ecological requirements for sustainable development.
