Abstract

Regulation for the development of a specialized section "Water supply and sanitation" establishes plan for the development of the territory of the country through its specialized sections for medium and long-term sectoral strategic programs and establishes policy directions of organization and sustainable development of inhabited areas throughout territory of the country. The provisions of the plan for the development of the territory of the country and its sections are mandatory for all other development plans related to the territory and town planning plans, in which they are detailed. "Water supply and sanitation" plan contains the following important aspects of planning and monitoring: (a) technical characteristics of water systems that can cross administrative boundaries of several districts (for example, main pipelines that cross several settlements) and, therefore require the technical and physical integration of several district systems; (b) geographical and environmental characteristics that may stimulate the unification of agglomerations in order to improve the technical physical capabilities of various settlements belonging to different areas, creation, development and improvement of public water supply and sanitation services, partnership development, associations of communities and territorial-administrative units for creation and operation of common technical and public engineering systems; and (c) the possibility to develop the economy on a large scale by creating more efficient and competitive structures, from a technical point of view, for the operation and maintenance of water supply and sanitation systems.
