Public and municipal forest plots shall be leased to citizens and legal persons for processing timber and other forest resources, and shall be managed in accordance with regional forest plans and forestry regulations. Timber processing facilities shall be located on non-forested plots of land or, if no such plots exist, on non-renewable cutting areas, fire-sites, wasteland or glades. The following shall be prohibited on land leased: (a) work or construction that damages or swamps forest areas; (b) littering up; (c) emission of chemical or radioactive pollution; and (d) passage of vehicles or other machines through unauthorized routes.
