This Order sets requirements for content, priorities and time frame for the implementation of local councils' preparation of water planning actions, hereby described as The Waterplan. The definition of Water Plan describes a national water plan for a major water catchment area which lies within a water district as shown in Annex 1. The municipal water action plan must coordinate with the local Natura-2000 action plans and the Natura 2000-forest action plans in regard to water needs of the natural habitats which are directly dependent on an aquatic ecosystem.
