Abstract This Order applies to CO2 emission allowance with regard to its administration, allocation and consumption for heat production purposes. In accordance to the EU CO2 Emission Trading Registry, heating quotas shall be in proportion to the actual emissions. If the heat production unit consumed in a calendar year has been more than needed, its excess heat allowance shall be transferred free-of-charge to an account of the EU's CO2 Quota Register specified by the purchaser. No later than 1 April notification of heat production CO2 emissions shall be submitted by the heat production units to their suppliers.
