Abstract Forest fire control zones on forest land are established by executive bodies of the constituent entities of the Russian Federation authorized in the field of forest relations. Control zones are established by written agreement with Federal Forestry Agency (ROSLESKHOZ) for one calendar year no later than February 20 of the corresponding year. The minimum area of a separate section of the control zone established by the executive bodies of the constituent entities of the Russian Federation authorized in the field of forest relations cannot be less than 500 thousand hectares. The location of control zones is allocated quarterly in accordance with the design of forest areas or, in the absence of such, according to characteristic geographical objects (rivers, streams, lake boundaries, watersheds, tops of hills, mountains, ridges). The boundaries of control zones are established in accordance with the quarterly forest management network. The minimum unit for allocating the territory of the control zone is the forest management quarter of the district forestry. If only part of a block falls into the corresponding control zone, regardless of its area, this block entirely belongs to the adjacent forest fire protection zone (airborne detection and ground extinguishing zone, airborne detection and extinguishing zone, exclusive detection zone using space means and predominantly aviation extinguishing).
