Order No. 1168 of the Federal Forestry Agency (ROSLESKHOZ) establishing criteria for making a decision on the use of forces and means of the federal state budgetary institution required to carry out work to protect forests from fires in order to implement emergency response measures to forest fires.

This Order enters into force on 1 January 2024.
Abstract

Mandatory criteria shall be as follows: (a) actual involvement of at least 25% of forces of forest fire formations in extinguishing forest fires formations of the authorized executive body of a constituent entity of the Russian Federation exercising powers delegated thereto by the Russian Federation in the field of forest relations included in the consolidated forest fire extinguishing plan on the territory of a constituent entity of the Russian Federation; (b) actual involvement of at least 25% of forces in extinguishing forest fires of no less than 25% of forces of forest fire formations included in the forest fire extinguishing plan on the forestry territory; and (c) presence in a constituent entity of the Russian Federation of at least 10% of forces and means of forest fire formations included in the consolidated forest fire extinguishing plan on the territory of a constituent entity of the Russian Federation, which may be employed in to extinguish forest fires. Additional criteria shall be as follows: (a) detection of a forest fire in the area affected by a forest fire (municipal area) not lower than III class of fire danger in forests, depending on weather conditions according to the Federal Service for Hydrometeorology and Environmental Monitoring, as well as the remote control information system monitoring of the Federal Forestry Agency; (b) availability of forces and means of forest fire formations involved in extinguishing forest fires in the relevant forestry, in respect of which no decision was made to terminate or suspend the work to extinguish them; (c) the presence of an unlocalized forest fire in the forest aviation work area (forest fire area - 100 hectares or more), lasting for more than one day, in respect of which, in accordance with the procedure established by the Rules for extinguishing forest fires, no decision was made to terminate or suspend the work to extinguish it; and (d) the presence of an active forest fire in a 10-kilometer zone from the boundary of a populated area, as well as a protected area of federal significance.
