This Order enters into force on 1 September 2022.
Abstract

The program of industrial environmental control should be developed and approved by legal entities and individual entrepreneurs engaged in economic and (or) other activities at objects of categories I, II and III, for each object, taking into account its category, the technologies used and the characteristics of the production process, as well as the negative impact on the environment. In cases of changes in technological processes, replacement of technological equipment, raw materials, resulting in a change in the qualitative characteristics of pollutants entering the environment, as well as a change in the established volumes of emissions, discharges of pollutants by more than 10%, a legal entity or an individual entrepreneur engaged in economic and (or) other activities at this facility, must adjust the Program in order to bring it into line with these requirements within 60 working days from the date of these changes. The program must contain the following sections: (a) general provisions; (b) information on the inventory of emissions of pollutants into the atmosphere and their sources; (c) information on the inventory of pollutant discharges into the environment and their sources; (d) information on the inventory of production and consumption waste and their disposal facilities; (e) information about the units and (or) officials responsible for the implementation of industrial environmental control; (f) information about own and (or) involved testing laboratories (centers) accredited in accordance with the legislation of the Russian Federation on accreditation in the national accreditation system; (g) information on the frequency and methods of carrying out industrial environmental control, sampling sites and methods (methods) of measurements.
