Abstract This Methodology is aimed at determining high and very high air pollution in order to identify urban settlements and city districts additionally inserted in experiment for setting quotas for pollutant emissions to the atmospheric air on the basis of summary calculation of air pollution. Determination of high and very high air pollution shall be based on state air monitoring data. To determine high and very high atmospheric air pollution, data from the observation network of the state monitoring of atmospheric air are used, which make up homogeneous series of observations of the state and pollution of atmospheric air. In order to determine high and very high atmospheric air pollution, measurement data of concentrations of at least five pollutants are used with the number of observations of at least 500 for each pollutant per calendar year at each observation point with discrete sampling and at least 20,000 with continuous measurement methods.
