Abstract

This Order establishes targets, basic principles, criteria and general requirements for ensuring safety of radiation sources in the process of nuclear energy management and use of radiation sources. It shall be applicable to nuclear plants, nuclear research institutions and storage facilities of radiation sources. It shall not be applicable to nuclear weapons. The purpose of safety shall be to prevent radiation impact on staff, population and environment. The basic principles of ensuring radiation safety shall be: (a) non-exceedance of individual radiation dose of staff and population (radiation rate-setting); (b) prohibition of operation of radiation sources when the advantage of the use of nuclear energy does not exceed radiation risks; and (c) keeping low radiation dose (optimization principle).
