Abstract

This Ministerial Decree implements the 1987 Montreal Protocol on Substances that Deplete the Ozone Layer. The Decree establishes that the Federal Ecological, Technological and Nuclear Supervision Service shall be the authorized state institution responsible for issuing permits to import and export ozone-depleting substances and produce containing them. Applicants must submit the following documentation: (a) application; (b) compliance certificate; (c) substantiation for the use of imported and exported ozone-depleting substances as components for the production of other chemicals not classified as ozone-depleting substances; (d) certificate of the purveyor specifying supply amount; (e) insurance covering any harm to human life and health or to the environment resulting from such movement; and (f) positive conclusion of environmental audit if required.
