Order No. 1002 of the Ministry of Agrarian Policy and Food validating the fishing regime in the Black Sea basin in 2023.

Abstract

The fishing regime in the Black Sea basin in 2023 shall be applicable to the Black Sea with all its bays, estuaries, lakes, channels connecting the sea with the estuaries, including the water areas of the nature reserve fund. The norms provided for the Danube River apply to its pre-mouth area with a width of 5 km, adjacent to the mouth of the Danube and extending from the mouth of the Musura (Musuna) to the Beilohorod channel inclusively. It is prohibited to carry out special use of aquatic biological resources on fishing vessels in the absence of vessel documents provided for by the Merchant Shipping Code of Ukraine. It is prohibited to carry out special use of aquatic biological resources on vessels that do not correspond to the navigation areas defined by the Law of Ukraine "On Fisheries, Industrial Fishing and Protection of Aquatic Bioresources". Marking of fishing vessels must comply with the National Standard of Ukraine. Users of aquatic bioresources who carry out fishing are obliged to mark passive fishing gear with tags in order to determine their ownership. Users of aquatic biological resources are obliged to urgently inform territorial bodies of the State Fisheries Agency, in the area of which special use of aquatic biological resources is carried out, territorial and interregional territorial bodies of the State Ecological Inspection, special administrations of the nature reserve fund and relevant main offices of the State Service of Ukraine for Food Safety and Consumer Protection about the detection of diseases of aquatic biological resources, the deterioration of their environment, cases of death or the risk of their death. Users of aquatic bioresources during the special use of aquatic bioresources within the limits of the allowable catch forecast are obliged to provide the territorial body of the State Fisheries Agency with operational information on the volume of extraction (catch) of aquatic bioresources. Users of aquatic bioresources are obliged to urgently report cases of bycatch of aquatic bioresources, the species of which are listed in the Red Book of Ukraine, to the territorial bodies of the State Fisheries Agency and territorial and interregional territorial bodies of the State Ecological Inspection. Special administrations of the nature reserve fund should also be notified on waterbodies that are included in the territory of the nature reserve fund. The number of vessels simultaneously engaged in sprat fishing with different depth trawls is limited to 20 vessels from January 1 to March 31 and from November 1 to December 31. The distribution of the number of vessels among the users of aquatic biological resources, as well as the general control over the number of these vessels, is carried out by the territorial bodies of the State Fisheries Agency.
