Abstract

The Order regulates safe piloting of ships and prevention of pollution in the sea in Georgia. It consists of 18 articles: Purpose (1); Definition of terms (2); Purpose of regulation (3); Scope of regulation (4); Essential terms for the functionality of the safety system (5); Liability and authority of the company (6); Appointed person(s) (7); Liability and authority of the ship captain (8); Safety and environmental protection policy (9); Resources and personnel (10); Developing plans for onboard operations (11); Preparedness for emergencies (12); Reporting inconsistencies, accidents and dangerous situations (13); Maintenance of the ship and the tools (14); Documentation (15); Confirmation, inspection and assessment of a company (16); Issuing certificates, validity and recognition (17); and Liability for violating the rules (18). The purpose of the Order is to enhance the safety standards for ships sailing with the Georgian flag and the ships entering the sea ports of Georgia, as well as prevention of maritime pollution. Under the Order, the responsible business companies have the obligation to develop a safety and environmental protection policy. The companies also must implement such a policy at all levels of its organization onboard or on the coast.
