The Department of Drinking Water and Sanitation, Ministry of Jal Shakti, Government of India has published these guidelines for implementation of the Jal Jeevan Mission. The Guidelines highlight the importance of proper techno-economic appraisal and socio-economic analysis during planning and implementing water supply schemes under the Jal Jeevan Mission. It lays down strategies with focus on the role of Gram Panchayats and the local community in planning, implementation, management, operation and maintenance of water supply within the villages. The Guidelines recommend preparation of action plans at village, district and the state level and also sets up a four-tier institutional mechanism at the National, State, District and Village level. In terms of financial planning and funding, the guidelines envisage a cost sharing formula between the central and state governments. The Guidelines suggest various technological interventions such as Solar Energy based water supply systems and Community Water Purification Plants and encourage use of technology in planning and monitoring.
