Article 3 establishes that whoever intends to commence construction works which involve the installation of pipelines shall obtain authorization from the Minister of Trade, Industry and Energy for such construction plans and when pipeline installers finish the construction of relevant pipelines, they shall undergo a comple inspection conducted by the Minister of Trade, Industry and Energy.
