The tasks of the Commission shall be: to rehabilitate and develop oil mineral producing areas, to tackle ecological problems that have arisen from the exploration of oil minerals, to liaise with the various oil companies on matters of pollution control and to carry out other duties listed in section 2. The Commission shall not be subject to the direction, control or supervision of any other authority or person in the performance of its functions under this Decree other than the President, Commander-in-Chief of the Armed Forces.
