Abstract

The Regulations apply to and in respect of any part of the controlled waters specified in a Gazette notice published by the Governor, and prescribe the model clauses for production licences. These Regulations shall have effect in relation to applications for exploration licences and in relation to applications for production licences. The Regulations specify who can apply for a licence, how to apply, what information and fees to provide, and what restrictions apply. The regulations also describe the process of opening, examining, and approving the applications by the Director of Mineral Resources and the Governor. Moreover, the regulations distinguish between invited and non-invited applications for production licences, depending on whether they are made in response to a Gazette notice describing or specifying the blocks or tranches of blocks available for licensing. The regulations also set out the criteria and deadlines for such applications. Every licence shall incorporate the model clauses prescribed in Schedule 2, unless the Governor with the consent of the Secretary of State modifies or excludes them in any particular case.
