The Notice enters into force on 1 January 2005.
Abstract

This Notice provides for “General Principles for the Examination of Food Quality Safety for Market Access” in order to meet the demand for performing the duties of supervising the quality and sanitation in food production and processing and to improve and deepen the work on food quality safety for market access. Food production or processing enterprises shall meet the following indispensable conditions: environment sanitation requirements; production resource requirements; requirements on raw materials and auxiliary ones; production and processing requirements; product requirements (HACCP); staff requirements; inspection requirements; requirements on packing, label and marks; storage and transport requirements and quality management requirements (Part III). Any food production or processing enterprise shall apply for a food production permit (Part IV). A verification team shall make an on-site verification of the indispensable conditions of food production or processing enterprises (Part V). Part VI deals with matters related to the inspection of food quality safety.
