Section 2 establishes that the areas of the Northwest Territories that are under the administration of the Commissioner and that are not part of the Mackenzie Valley unless otherwise provided for in the Mackenzie Valley Resource Management Act (Canada), are set apart and appropriated as a land management zone, and these regulations apply in that zone.
