The Government shall prepare land use and zoning plans for the catchment areas of the rivers and their tributaries (sect. 4). Owners or managers of any buildings within 200 feet on both sides of a river shall arrange for the construction of proper septic tanks and soaking pits (sect. 7). Powers and functions of Authorized Officers are defined in sections 8 and 9.
